You can only password-protect a section, and not an entire Notebook. Doing so would make it difficult to maintain the ability to use Explorer as a way to move sections around. If you are interested in protecting more chunks of ON data, other Windows features such as NTFS permissions, share permissions, SharePoint security, EFS, etc. are still available.
Those Note Containers (blocks of text) are not intended to be formatting objects, like text boxes in Word or PowerPoint. Their background colors cannot be changed.
You can use the Lasso tool to select and move Ink and text containers together.
