Making a form letter in Word

Can someone tell me if there is a way to make a form letter in Word 2007
where the recipient can fill out the form without the 'underlines' moving on
them when they type?

The principles haven't changed in Word 2007, only the places to find the
commands in the ribbon instead of the menus and toolbars.
