In Word you can do this in Outline View where each item in the list will have a round gray symbol to the left of the number or bullet. Use the symbol to rearrange the list. This is the preferable view to use, especially since the various outline levels can be collapsed making it easier to relocate entire segments of the outlined text.
In other views the bullets & numbering are actually formatting applied to the item paragraphs in the list. Therefore they can't be selected or dragged. However, you can select the text of the item then drag it to a different position in the list. The bullets will adjust accordingly & numbering will remain in sequential order.
