I thought I read somewhere recently that Microsoft has a OneNote reader for Windows Mobile. Was that for Windows Mobile 6, perhaps? --- Ed

It's not necessary since OneNote users can publish to HTML, which allows anyone with a browser to read their notes.

Also keep in mind that you can get the free PDF export for OneNote 2007 and distribute that way. To note, the PDF plugin allows you to do whole notebook and sections as well.

Did you try right-clicking on the file and using the Open With... dialog to select another application capable of viewing the file?

OneNote 2007 can export data into PDF and XPS formats, via an add-in from the Microsoft Office website. You can also save as a .MHT file (single-file HTML) or as a Word document. Also, if you email the OneNote page via Outlook 2007, it will insert the document in the message as HTML, plus attach the .ONE file to the message.
Also, the free evaluation version of OneNote 2007 becomes read-only after the trial period expires, rendering it essentially the same as a OneNote Reader after that point -- it will let you open and view any OneNote document, but it will not let you edit the document.
Hope that helps.
