Have office compatibility pack installed. The amazing part is another one of our machines with office 2003 without SP opens fine. Removed office and reinstalled with no success.

(It's done differently for XP and for Vista. You'll need the original Windows distribution disk.) To check this, go to Control Panel->Region and Language Options->Languages tab, under the Supplemental Language Support, is the checkbox for East Asian languages checked?
