Is he clicking the To-Do TAG for the item (little square check box) or is he using the flag-like icon that actually creates an Outlook task associated with that line in the OneNote page? I suspect it's pretty easy to get the two confused.

If you want, you can get a free 60-day eval copy from the Office web site (http://office.microsoft.com), then if you like it you can just purchase a license key online and activate the program permanently. If you don't like the program, just uninstall it -- no harm, no foul -- but I suspect you'll be hooked just like the rest of us OneNote Junkies are! :)
