"Restrict formatting and Editing" disabled

I can't modify "formating restrictions" or "editing restrictions" on a form
in the Developer tab>Protect Document. They and the "Start enforcement"
checkbox are greyed and disabled. Any thoughts on how I can enable them so I
can lock the sheet?

If the Design Mode button on the Developer tab of the ribbon is turned on,
click it to turn it off.
