See if it's listed in Tools, Options, Other tab, Advanced Options button, COM Add-Ins button. If not then open the registry editor and navigate to HKLM\Software\Microsoft\Office\Outlook\Addins and look for the stuffit addin there. Either delete the entire stuffit key or set the LoadBehavior value of that key to 0.
