Hi,
I want to know if it's possible to create an add-in that prevents user to
print, export or delete contacts.

There are no events for printing or exporting so I don't see how an addin
would detect the user was doing that. You probably are best off locking the
machine down using policies, but I don't know if a policy can be used to
prevent those things, especially deleting items in a folder the user owns.

Ctrl+P and the Print command can definitely be locked down with policies, but only for the entire application, not just contacts.
