No, Notes are brain dead. You can't do much with them from the Outlook object model and much of what's there for notes doesn't work right or causes Outlook to crash.
See if there are any notes substitutes in the addins listed on Slipstick. On the home page of www.slipstick.com scroll to the bottom of the page and click the Utilities link.
