upgrading windows server 2k3 sp1 to R2 sp2

Can't get larger than 4 Gig partition
Trying to install 2003 Server on a Dell PE SC1430 using Dell's server install CD and even though I set the C drive partition size in the utility to 20 Gig, after the 2003 Server install completes I end up with a useable C drive of 4 Gig.
