Deploying Adminpak 2000 from Svr 2003 to 2000 clients

OCS Beta msi installer error
I downloaded the OCS Standard Edition beta from the website and am receiving an error. It tells me it is not a valid installer package. I have tried it on 3 systems and also completely rebuilt a fresh Windows 2003 server with SP1 to no avail. I have also tried 3 separate downloads but all do the same thing.
