Go to File Types on the "broken" machine and check out the icon used for the URL:Hypertext Transfer Protocol file type. It will have None for the extension and should be near the top of the file type list. It should be the same as the one just below for URL:Hyptertext Transfer Protocol with Privacy (https) file type. Click on the file type to change, click Advanced then click Change Icon.
