============================= Yes...you don't have infinite control but you can half or double the speed using the "Speed Up, Double" or "Slow Down, Half" Video Effects.
You can add up to 6 instances of either effect.
Right click the Clip on the Timeline.
Choose...Video Effects.
Select the Effect you require.
Click...Add
