Can't copy .exe to Startup Scripts Folder on DC

I am trying to use GP to deploy printers. Per the MS article for such, I
need to run pushprinterconnections.exe as a startup script. I am at the DC
running 2003 R2, SP2 and when I try to copy that file to the Scripts\Startup
folder for any OU, I get access denied errors even though the domain admin is
performing the action. I checked the permissions and of course domain admins
have full control and there are no denies. I tried copying a test batch file
and had no trouble. I also tried copying pushprinterconnections.exe to to
the Scripts\Shutdown folder and had no trouble.

Can anyone explain this? Maybe I can run it as a shutdown script instead,
but I shouldn't have to.

Thank you for using newsgroup!

From your post, it looks like there is a handle on
pushprinterconnections.exe. You may exclude the file from antivirus
scanning and killed handle on it. Alternatively we have a copy of
pushprinterconnections.exe in netlogon share and change the policy path in
startup scripts in machine policy. Run gpupdate /force on client system and
Reboot the client system to see if it still occurs.

If the problem persists, please make sure if the domain admins have been
listed in local administrators group. What is the exact error message?

I tried the same thing on an entirely different test domain and got the same
results. I also have found that I can't copy ANY .exe to the
\scripts\startup folder. Someone else should try this to see what I mean.

I am baffled why the MS article for using Deployed Printers says to do this
if it can't be done. Is there a default setting that I need to change?

In any case, I got around this by copying pushprinterconnections.exe to
Sysvol, then used a batchfile as the startup script, with the line
"\\domainname\sysvol\pushprinterconnections.exe".

I found a workaround, and it tested OK, but it would be appreciated if
someone could confirm this problem so that maybe a true fix could be found.

This is most likely caused by your antivirus program on your domain
controller(s). Simply disable real time scanning, copy the file up, and
enable real time scanning. I've seen this first hand in a McAfee Antivirus
shop.

Not sure "scripts\startup folder for an OU" means; do you mean the scripts
folder for the particular GPO?

In Group Policy Editor, in Windows Settings, Scripts, double click Logon,
Logoff, Startup or Shutdown as appropriate.
In this dialog, there's a button called "Show Files...". Click this
button - it opens the Scripts\xxxx (Logon, Logoff, Startup or Shutdown)
folder for that particular GPO in a Windows Explorer window.

I've not had any problem copy files, including pushprinterconnections.exe -
into these folders. I've been pushing printers using GPOs since I started
beta testing of 2003 R2. I currently use this in a Windows 2003 R2 SP2
domain. I've always put the pushprinterconnections.exe in the scripts\xxx
folder for the GPO as described in the previous paragraph with no problem at
all.

The DC has Symantec AntiVirus Corporate Edition Version 10.1.0.394 running
(Managed mode) and has "Auto-Protect" enabled for "access or modified".
