Microsoft Update Fails

I have been using Microsoft Update successfully since its release. When
trying to get the latest updates (7/10/2007) Microsoft Update would not work.
When I attempted to access the Microsoft Update site either from the Windows
XP menu or via links on the Microsoft web site I was directed to a page
stating "Welcome to Microsoft Update - New - Try Microsoft Update today..."
as though I never had installed it

When I click through beginning with "Start Now" I am directed to a page that
states "Review the license agreement"

and I click "Continue"
I am then directed to a page that inquires if I wish to change my Automatic
Update selection

I have elected to download the updates and select when I wish to install
them. I click on the "Check for Updates" button.
I am then directed to the first page (above) in this cycle "Welcome to
Microsoft Update - New - Try Microsoft Update today...". This cycle repeats
if attempted again.
I was able to obtain the latest critical updates as they were downloaded by
the Automatic Update feature. The behavior above is repeated after the
latest critical updates were applied.
I have Windows XP Pro SP2 with all the updates through the end of June. I
use IE7. My Windows XP Professional and Office XP licenses are valid.
