If you are asking how to move the Windows taskbar from the left side of your screen to the bottom of the screen, just drag it to whichever screen edge to which you want to latch the taskbar. Must be the cheapy keyboards that are now available will have keys that become inoperable due to lack of use. Of course, due to the lack of use, the user wouldn't know those keys no longer work.
