Folder to trigger action on Windows

Hi,

I would like to know if the following is possible on a Windows PC....

I want to have a particular folder on my PC that I can drop a file
into. When the file gets dropped into this particular folder, I want
a particular application to start up.

Is there a way to do this without having to poll this particular
folder?

If you know how to develop in .NET, you can easily create a
FileSystemWatcher application.
