Recycle bin global setting bug?

I have Windows XP x64 installed on two physical machine. I want to globally
configure the recycle bin to "Do not move files to the Recycle Bin. Remove
files immediately when deleted", and "Do not display delete confirmation
dialog". But Windows just act as if the opposite was configured. Files go in
the Recycle Bin, and the delete confirmation comes up each time I empty it. I
have tried several workarounds that don't work. (I hate using the recycle
bin!)

I am thinking that maybe there is a registry key for this? Anyway, I think
this is a bug...

Have you tryied rebooting after changing the settings?
