Fully updated XP home POST problem

Hi,

For a while now my brother in laws PC has been POSTing over and over for
about five minutes and then finally boots with very thing running fine.

As I was down at his today I decided to check a couple of things.
First I checked the Motherboard CMOS battery. It's fine reading 3.16v
I also checked other voltages and they are as follows..

Purple - 5.04
Green - 0.04 starts on checking
Orange - OFF 0.26v / ON 3.34v
Red - OFF 0v / ON 4.97v
Yellow - OFF 0.03v / ON 12.18v

Then connected Green/ BLack and checked readings of above. ALL READINGS THE
SAME VOLTAGE AS ABOVE.

Grey/ Black 2.95v
Grey/Black Current (Setting 200ma) reads 6.3

The Green voltage doesn't look good from what I understand, but I am only
just getting into the voltage section of PCs.

There is a clicking sound coming from the CPU area, this kept happening
while it was repeating the POST but stopped once system was up and running ok.

I gave everything a good clear out while is was in there, loads of dust.
Having just put everything back together it is now NOT POSTING, at least it
doesn't sound like it, but I'm not to sure as there is no video now.
Everything is connected properly so I'm thinking that what ever it was was
just hanging on and has now completely been screwed by me doing the tests and
the cleaning.

It can either be one of three things I would have thought.
1. Power supply
2. Motherboard
3. Processor

Any input gratefully recieved.

Also check the video card and the memory is seated properly.

Ok, I have swapped the psu, no change.
Removed and reseated Video card and memory. No change.

So I guess that only leaves the Motherboard and the CPU.
