Log with this user account and make sure these are set correct:
On the IE Properties click on Advanced and scroll to this option and check
it:
[ ] Show Friendly URL.
Close and see if that will help.
or Folder Options >> View and scroll down to this check box and check it:
[ ] Show pop-up description for folder and desktop items.
Or by using the tweakui:
