WM9 encoder throws a 503 error to WM9 server intermittently

hi, have a very odd issue... i have several WM9 servers and several encoders,
also running wm9 encoder. the servers are win2003.. often, a stream will fail
to be available from one or more wm9 server, but it will be available on
other servers. snooping the session, when the client ( my player ) requests
the stream, the server, then makes the request to the encoder ( normal pull
encoding ) however in the cases that fail, the encoder replies back to the
server with a 503 service not available.
The client player error message is " the server cannot find the stream you
have requested" ... meanwhile, on another wm9 server, the stream is
available. a restart of the encoder resolves this issue. ( all servers can
again pull the stream ).. untill it intermittently happens again. does anyone
know if a resource leak or ? that could be causing this.. ? many thanks.

How many servers are pulling from an individual encoder? By default, WME only
accepts 5 concurrent connections:
