What I am trying to achieve is to send the WMS the most appropriate stream. In other words, can I have a proxy that requests only one stream from the WME and forwards this stream to WMS? The connection between WME and WMS needs to be adequate to send all the MBR content at the same time, which is the intention of MBR. If you cannot sustain that data rate, you need to improve your infrastructure, or stop using MBR and encode a single stream at a rate you can support. The correct way round is WME -> WMS has enough bandwidth to send all the MBR data. No, and I'm afraid your idea doesn't really make much sense ;-) Just send a single stream from the encoder and drop the MBR idea if you don't have the bandwidth upstream to support that scenario.
