Perhaps Riverpast have the software you need ?

is a multi-format converter, so it will be useful for several projects
over time, and probably justify the cost ...

Whichever encoder you use, it will need to be able to encode from H263
(old flash video format) and the newer On2 VP6 codec used in the most
recent flash encoders.

Video Lan (www.videolan.org) can convert just about anything. It can even
"grab" videos out on the web (aol music videos) if you know the address to
it. Quality is a little shaky but has various setting to play with.
