First time bombs

OK..I restart my computer, then load WME 9.0. It takes FOREVER! I have tried
this also with a saved configuration, same thing. If I change any settings,
the program locks up and I have to turn ppower off to my computer.
If I don't change anything, eventually I can get to where I can close the
program.
The second time I load WME (or saved config), it comes right up. The saved
config gives an error because the previously loaded port is still in use and
needs to be changed. Once I change it, WME works fine.
If I look at the tsk manager, the first instance of WME is still running
(holding the orig port).
What can cause WME to not load correctly the first time, but load fine every
time after that?

I'd consider physical device initialisation as a good candidate.

Try to unplug all capture cards, USB devices, webcams, audio sample
cards and so on, and re-run the encoder to see if the problem goes
away.

If it does, reinstall each device and re-test until you can reproduce
the issue.

Of course, try to make sure you start with a blank profile not the
wizard or by starting the encoder loading a previously created
profile. If necessary uninstall and reinstall the encoder to get a
clean start.

I have a small, rugged computer that has 4 Fusion 878 chips built into it. I
disabled all 4 chips, and WME seemed to come right up. Used a USB capture to
test and worked fine. Enabled each 878 chip, one at a time, and problem shows
up every time. I have DirectShow capture programs that continue to work fine,
even when WME bombs. I have reloaded every 878 driver I could find on the web.
I have heard that a Fusion 878 is not the same as a bt878, but every driver
I found installs a bt878 driver.
Is this situation fixable?

After the first instance bombs, task manager shows it not responding.
I can't kill it! I've tried from the Applications tab, from the processes
tab, nothing.
Then, if I use the start button to restart, I get a pop-up saying
ActiveMovie won't shut down. I click end now and it just sits there. I have
to use the power button to kill the computer.

No, I guess your hardwares drivers just aren't up to the job.

Bt878 can be a bit quirky, each manufacturers driver implementation
seems to introduce different quirks. Connexant make chips which seem
to work a bit better for TV capture though. Perhaps use a USB tv
capture device instead ? They're about $30-40
