WMV files and joining or merging

Does Window Encoder SDK allow taking segments of video from wmv files and
joining them with another separate wmv file...without re encoding...

Or just taking a video segment out of a wmv file without reencoding?

Only if the profile exactly matches those of the input video files.

You can add multiple sources by selecting the "At End" dropdown under
the file source box, and choosing "rollover to next source".

The transition between clips may not be absolutely what you want, in
which case use a video editing program to do that.

There's also a wmvappend sample in the Format SDK.
