A video thumbnail is the first frame of the clip.
I'm thinking you are seeing a generic thumb
....probably because of the format the clip is
saved in. Maybe the thumb would show if you
convert the clip to a different format like .avi,
..wmv, .mpg.

Or...If you can open the clip in Movie Maker...
you can add the image you wish to use and the
clip to the timeline and save the combined
files as a new movie in the .wmv format. Then
the image should be your thumbnail.
