Hi Kevin
It seems like windows services are fighting between themselves. The prove is that when I ran windows update and as a result some services were stopped the emails started to go out. I haven't yet figured out which services are causing problem and how to fix it. I used msconfig to stop all non-MS services and that did not help so it seems to be MS services that are problem.
