We have an SBS 2003 server with ISA 2004 running on it.
I have at least one user who uses the in-built SBS VPN to connect to the server. However, when they do so and then try to browse the outside web, they are asked to authenticate again.
Does anyone have any ideas please?

That would be normal. They need their browser configured to use the SBS as proxy, or the Firewall Client installed to be able to surf while VPNed.

Since it is their own machine, most of the time, they would be accessing = the web via their own connection and not via the VPN, so I guess I = should leave the Proxy settings alone. Can I, however, install the = Firewall Client on their machine and not affect their own usage?

I have TRIED it, and the user reports that they still have another login to complete as well as the VPN one, but is that normal too, since the PC is not in the domain?

My view would likely be "why are they VPN'ing in at all" (RWW is mostly a sufficient alternative option), and to discourage the use of VPN by explaining that loss of internet function is perfectly normal while VPN'ed in.
