Whether or not going to 2GB will have any effect depends on how you use your computer, and how much memory you're using most of the time right now. If you're not really pushing the limits of 1GB, going to 2GB would probably have little or no effect.
If you have an empty DIMM slot available, you can put in a second 1GB mem module.
The pc2100 memory is, by definition, 266Mhz. So no, you can't get pc2100 memory that is not 266MHz.
