When you shut down to 'Sleep' it acts like its shutting down, but the hard drive kicks in again and restarts everything. Is this a software problem?

Thank you for posting here.
According to your description, I understand that your SBS server can not wake up from hibernation. If I have misunderstood the problem, please don't hesitate to let me know.
Based on my research, we cannot put a Microsoft Windows Small Business Server 2003-based computer into hibernation. When you try to put the computer into hibernation, the computer at first appears to hibernate. However, the logon screen then unexpectedly appears.
Hibernation is not recommended on SBS 2003 servers due to the Microsoft Exchange Server 2003 component of Windows Small Business Server 2003 not supporting hibernation.
