I want to install all of their printers as local printers of the terminal service server, but would like to only have the printers that pertain to a location to show up. Any good way of doing this?

I do not know whether a user who has no permission on a certain printer can see it or not, but you should try it. I hope this helps. Install local printers on TS server .. From Control Panel -> Printers, select a particular printer -> Properties -> Security tab ..
