Shared computer Toolkit - Lockdown w/ ability to install apps

Hello, I work for a large healthcare organization. We are using windows xp
loaded with the shared computer toolkit to distribute to patient laptops to
patients and their famlies while they are at our facilities. Here is my
question. I would like to use the tookit as a hybrid between an image
utililty and deepfreeze.

here's what I would like to do and am able to do.

1) deploy laptop
2) allow laptop to retain all changes until laptop is brought back to I.S.
(let user install apps (WOW, Instant messenger, whatever they want...)
3) once laptop is brought back to I.S. we clear changes

what I want to do is:

here is the problem. Since the user is an administrator they have access to
reset the admin password and logon as administrator. This allows them full
access to the toolkit, from which they would be able to break the computer...
ideas?

For this solution, making the user a Power User and installing Deep Freeze
would be the way to go. Power User they can install applications like IM,
then when they restart it all gets whiped out. Making them administrator is
not necessary. I think the Tool Kit would be too restrictive as it is meant
to have control of the user account. Deep Freeze just returns the computer to
a previous state.
