For this solution, making the user a Power User and installing Deep Freeze would be the way to go. Power User they can install applications like IM, then when they restart it all gets whiped out. Making them administrator is not necessary. I think the Tool Kit would be too restrictive as it is meant to have control of the user account. Deep Freeze just returns the computer to a previous state.
