You can use in-box commands such as 'netstat -aon.' TCPView.exe from Sysinternals (now MS) can be used as well and also includes a handy command line interface called TCPVCON.exe to help with scripting solutions to do port assessments.
If you have Windows Vista, the is an in-box tool in Windows Defender called 'Software Explorer' that has an option to show 'Network-connected programs' which shows programs/ports.
There are others, but those are the first that come to mind.
