If the program also includes a built in firewall then it could possibly disable the built in Windows firewall. In general I don't recommend any program using a software based firewall such as most "internet security" suites but instead just use a plain old anti virus program that will not interfere with the Windows Firewall that is much more user friendly and more than adequate in almost all cases. See if the application you have has a built in firewall and then disable it to see if you then can access settings for the Windows Firewall.
