While there are other options such as setting up an external network connection for each user going through a normal ISP connection or we could do quite a few things to make our network less secure, I'd like to create a button or use an app that would slow down just their PC to a much lower speed - lower than ten megabit but get them back up to gigabit whenever they needed.
