Windows Installer - Unable to run upgrade

*** I first want to mention that we are not running software restriction
policies in our environment. ***

When executing an upgrade MSI file from a computer, I get the following error
before the installation process even begins:
The system administrator has set policies to prevent this installation.

I receive this prompt logged in as a DOMAIN ADMIN on a Windows XP sp2
machine. I am able to successfully install other applications (run other
MSI's) on the same Windows XP sp2 machine.

Q1: Are there any logs within the Windows XP sp2 machine that will assist me
with this issue? (Note: I have already checked the event logs and logs within
C:\WINDOWS\security\logs. I have not found any errors pointing the software
installation errors.)

Q2. Are there any utilities out there to diagnose this issue? (I've been
trying to use RegMon but not sure what I'm looking for. I'm not familiar with
all the "Access" codes.)
