If you mean, how do you get the next set of tags when you go to another instance of the second-level element--like the top level is <books>, and you want another instance of <this book>? The problem also exists with other elements that have an unlimited sub-elements, and the template has only three sub-elements defined?
I make up the template with two instances of the second-level element. That way, when I want to create a second instance in the same document, I just copy and paste from the empty instance to create another empty instance to fill in. Then, when I am done filling the last instance, I delete the empty instance.
Or was the question one about just making a template with an empty instance? Yes, you can do that, just like any other document can be saved as a template.
