Moving pictures

When I am formatting pictures inserted from file I do not get the little
square cursor enabling me to move the picture anywhere. Why? Please help

Hard to give you a really specific answer without knowing the version of
Word involved, but...

Word is probably set to insert pictures "Inline with text" by default.
Right-click, choose the "Layout" command and set the picture to a "text
flow" type of layout, such as "Square".
