Different forms for the same public contacts folder

I have a public contacts folder with a custom form set as the default. I need
to add a section to the form that only a few admins can see.

Is there a way to do either of the following:

apply permissions to a particular tab so that only certain users can see and
modify the data

or

assign 2 different forms to the same public folder with different levels of
access depending on the user?
