I've seen that behavior when Detect Language Automatically is enabled. The problem is that Word doesn't know which dictionary/proofing set to use until it is sure about what language you're writing in.
You can turn this formatting setting off as the default in Normal.dot, and it shouldn't happen anymore. Of course, he won't get Detect language automatically anymore, either. It's a choice...
