Convert the application to an MDE, and then it doesn't matter for forms,
reports and modules.

I don't believe you can. If you're not going to let the users go into Design
mode, why do you still want an MDB?

It is also possible to apply user-level security and remove design
permission from default user, like it Access 2 time...
