You can change the action to flag the message or more it to a folder that is empty to see what the conditions apply to (use Run Now). Using an empty folder allows you to easily move messages back to the original folder to retest. Once you are sure it works as expected, change the action.
Test each rule individually and use Stop processing action if two or more rules apply to a message.
