Try this:
Open MS Outlook. Go to: Tools | Options | Other | Advanced Options | | Add-in Manager and uncheck "Spam Blocker for MS Outlook"
Outside of that, the only thing I can tell you about the file is that it is a 3rd party addin to Outlook. I've read notes that it could even be part of Hotbar. If the above fails, the reference to SBOLEXT.DLL can be removed from the registry.
