Uploading Rules

I have a user who cannot upload rules he creates. Says "One or more rules
could not be uploaded to Exchange server and have been deactivated. This
could be because some of the parameters are not supported or there is
insufficient space to store all of your rules." I have tried this on another
machine (same) and I have logged onto his machine using same rule setup
(works).
What is insufficient space referred to? Exchange 5.5.

Exchange has a fixed limit of 32K characters in all rules combined and it
can't be changed.

This user has no other rules and it worked for me. Is there something that
the user's account could have stored on the Exchange server? What am I
missing here?
