What I do is is password the database; Then to open the database I call it from another database, an .mde database, whose specific purpose is to open the passworded database and then close itself leaving the passworded database open. You also have to turn off the bypass key. You might want to check out turning off the bypass key, I think there is instruction on turning off the bypass key in the knowledge base and also opening a database from another database.
