Hi Ken,
"Get external data" does appear in the standard Access file menu. Make sure you are seeing the full menu: if a command hasn't been used for a while Windows tends to hide it and you need to click on the little chevron at the bottom of the dropped-down menu. If it's not there, then the menu has been customised, either by accident or - deliberately - by the person who created the database you're using.
You can also create an export specification while exporting data to a text file (File|Export): this uses basically the same wizard as when importing or linking, and it has the same Advanced... button.
