Do you mean the built-in sample flag with that text? The text on that flag is just suggestive of what one can do with Note Flags - there's no action that can be automatically associated with it.
However depending on the version you're running, you can get some reminder capability if you are also running Outlook:
2003? Not automatically. You would have to select the note text and then use Tools | Create Outlook Item | Create Outlook Task. This copies the text into a new OL task but there is no link between the task in OL and the Flag in ON.
2007? You can create reminders using the buttons on the Outlook Task toolbar.
