Can I create a booket at half the original size (standard paper)?

I want to create a booklet, but at half the size of the standard ones, while
still using standard paper. Essentially, each sheet would need to be divided
into four quadrants, each containing a page worth of information. This would
have to be done in such a way that the user could select "Booklet" printing.
I envision the top 2 quadrants (Top left and right) being the first half of
the booklet, while quadrants 3 and four would contain the last half of the
document. Then the user would simply cut laterally betwee quadrants 1/2 and
3/4, placing the quadrant 3/4 information after the last page of the quadrant
1/2 content. This would make for a booklet that is half the size of the
current booklet printing. The would be a corresponding decrease in font size,
by my issue is pamphlet size...as long as it is readable. Anyone have a
bright idea?
