Tryint to add border to picture in line with text

I'm running Word 2000 on Windows XP. I am trying to add a colored border to
a picture I've inserted into a Word document. Sometimes the picture is
embedded and sometimes it is linked to another file. I usually just
double-click the picture to get the Format Picture dialog box, and then
select the Color and Lines tab and choose the line color and width. However,
in my current file, the Line options are greyed out. The Line option becomes
available if I choose a different layout, such as In front of text, but the
pictures really need to be in the in-line style. I recently added borders to
slew of picture in a different file, and they were all in the in-line style.
Have I inadvertently changed a setting? Do I have a bug? I'd really
appreciate any help any one can give... (thanks!)

For inline pictures use the Format | Borders and Shading dialog instead.
